[le10] improve Xbox DVD remote response #3379

This fixes sluggish response of the Xbox DVD remote as reported here:
https://forum.libreelec.tv/thread/14861-the-adventures-of-libreelec-and-a-really-old-ir-remote/

I sent the kernel patch upstream https://patchwork.linuxtv.org/patch/55196/ and I think it's best to wait a bit with merging until we got some feedback from @benpicco and Sean

I've also added a backport patch of the rc-mm IR protocol support (which just went into the 5.1 tree) so the xbox remote patch is a clean pick and patches can easily be dropped when we upgrade the kernel.

The v4l-utils backport patch to add imon and rc-mm protocols can be dropped when we update v4l-utils to 1.16, support for xbox-dvd in ir-keytable is currently downstream only (can be upstreamed later, depending on the feedback on the kernel patch).

Sean added the xbox dvd patch to his 5.2 tree and feedback was also positive so far so this PR should be safe to merge
