Due to a bug in the disable-python patch no pkgconfig files were installed and the irman driver wasn't built as configure didn't find lirc.
Fixing the patch brings back the irman driver and should solve the issue reported here: https://forum.libreelec.tv/thread/14062-libreelec-9-0-and-lirc-drivers-irman/?postID=122117#post122117
While at it I also added the lirc patches included in Debian Buster - they come from the lirc maintainer, not sure why there's still no new release (0.10.1 is almost 2 years old...)
