This PR completely reworks patches for HW decoding. Many were sent upstream and accepted and others are split to smaller chunks to be easier to update in the future. Additionally, it also fixes one HEVC decoding issue which crashed VPU. That happened often with DVB HEVC streams for some reason.
@Kwiboo can you please check ffmpeg patches?
