Grab the correct binary for your OS.

Source Code
For some reason the auto Github generated source code of this filter is outdated. So please use the updated source code I provided here named source_code_of_sharpen_deluxe

Then Restart Gimp and Go to GEGL Operations to find the Plugin. If you use Gimp 2.99.16 and up you will find this plugin in the menu under Filters>Enhance.
