Integration of "create a proposal" UI page to DEX Service

Description

This task contributes to the Governance page. The front end implementation of the Governance page for DEX has been completed. The purpose of this task is to connect the front end of Implement create a proposal with DEX Service and DEX Core.

Integration Specifically requires the following tasks:

• Fill the proposal form and create a proposal transaction.
• Sign the transaction using desktop wallet

Acceptance criteria

• The scenario should be visually tested based on the Governance UI workflow.
• The integration should pass unit tests
• Test if the proper modals appear the each integration of Governance
• Test if the user receives confirmation of successful swap after a block contains the transaction
• Should implement E2E tests
• Check the transaction from the liskscan
