Unable to decrease the number of members of a multisig account

Expected behavior

User should be able to edit a multisig account and decrease the number of members

Actual behavior

Currently when trying to decrease the number of members of a multisig account, after signing with all the mandatory accounts, there's no option to send the transaction, only to download the fully signed JSON.

Steps to reproduce

Create a multisig account with 3 members, try to decrease the number of members to 2, and send the transaction.

Which version(s) does this affect? (Environment, OS, etc...)

Desktop 3.0.0-rc.4, Windows 11
