Expected behavior

The user should be able to view rewards even if account balance is 0.

Actual behavior

Minimum required fee to view claimable rewards is 1 LSK. This means that opening claim rewards modal wouldnt show claimable rewards

Steps to reproduce

  1. Have less than 1LSK in your account and try to claim rewards.

Which version(s) does this affect? (Environment, OS, etc...)
