Jan 2023 dependabot updates plus peer deps plus webapp update

Description

Added this draft PR for @kathyavini and team to assess if MUI hotloading continues having chunking/optimizeDeps errors.

This fix addresses axios on frontend and backend.

Updates all webapp dev dependencies and partial regular dependencies.
