Issue: automated chat work time

I have to set the chat end work time for put chat offline to 20:30 but the value 20:30 is not acepted so how to do? I think is not possible is only possible so how to do that?

Reproduce this issue:

1. Set an open hour time in department work time
2. Set 20:30 or 21:30 or 23:30 as closed time, the LC dash ' accept it

It accepts only hours at the moment no "h:n" only "h" format. Marked as enhancement.
