Updates existing ADRs to have proper numbers and status

Why are these changes being introduced: - a couple ADRs were misnumbered internal as "1" instead of the appropriate number - a couple ADRs were merged as "proposed" instead of "approved" but had gone through the approval process How does this address that need: - fixes the numbering and status
