Võiks lisada kaks ülimalt filtrit "soodustused" - kõik mida riik pakub, "kohustused" - kõik mida riik nõuab, võib olla tekib veel paar ülimat filtrit, nt "järelevalve" "nõustamine" (sh eelteavitamine) jne. Kataloogi esmavaade pakuks 4 jaotust: soodustused, kohustused, nõustamine, järelevalve

See tundub eelkõige olevat teenuse tüübi klassifikaatori korrastamise, mitte IT arenduse teema :)
