This merge also switches to the mpich version of ESMF because as of v8.3.1, the nompi version no longer supports ESMF_RegridWeightGen

This merge also restricts ESMF < 8.3.0 because as of v8.3.0, the
nompiversion no longer supportsESMF_RegridWeightGen.A solution that supports ESMF >= 8.3.0 will require building it with system MPI using spack.
