Price Plan
By default you have an Enterprise plan and its associated with a resource and have the Rates to bill,
Price plan is unique per envelope, and only one applies always per envelope. It includes every single rate at all levels (service, pods, vms, anything-you-can-think-off).
Price plans are hierarchical: as resources has a hierarchy, the price plan will follow the same hierarchy. For instance, a Vm is associated to a cluster, and that cluster to a provider. If you create an envelope for the cluster, you have different options: 1. get the price plan of the cluster (creating one at the cluster level), that one will be used to rate the pool. 2. you don't associate a price plan with the cluster, but you do it at the provider level, that price plan will be used.
Hierarchies always top at Enterprise, and a Price Plan always exists at that level, so there is always one price plan found when searching for the one that applies.
