Enhance physical storage creation to include capabilities

This followup pr's after the pr's of the Schema and Api repos.
This enhancement to the storage manager add the option for creating a new physical storage with enabled capabilities (default or custom)

due to gem bumping we prefer to first approve and merge the following issue: #8616 , which raises the gem in manageiq-providers-autosde.gemspec from 2.1.0 to 2.2.0, before approving and merging this one that will raise the gem to 2.3.0 .
