Write debug files for OGC into a safer location

Right now for debug purpose, OGC sld and filer write temporary map file after the operations has been applied.
The location of the temporary files is based on the imagepath setting in the map file.
As noted in http://trac.osgeo.org/mapserver/ticket/3052#comment:13, this could be dangerous and we should safer temporary locations.
