Add ability to receive sms message responses and emit data

This would allow us to play "tag" with the down time notices.

The first person to send back "on it", will alert everyone else that, that person is working on the problem. ( This way, we know someone is working on it...)

Then, when the site goes back online, the alert will tell everyone that person fixed the problem.
