Mod function

The Python mod function is different from Rust. For example, in Python, -3 % 12 gives the result 9. This is because Python mod really is mod. Rust would return -3.

Maybe the answer is not use % in Rust, but instead some function that we write. (There are proposals to add a function that does this to Rust.)
