What is the rationale for this request?
As mentioned in the issue, the current issue template assumes that the user always wants to post a bug-report. This PR adds a feature request issue template.
What changes did you make? (Give an overview)
Moved the contents of the current
ISSUE_TEMPLATEfile to a newbug-report.mdfile in a folder calledISSUE_TEMPLATE. Created a new template in the folder calledfeature-request.mdthat has the feature-request issue template.Proposed commit message: (wrap lines at 72 characters)
