PluginCommonLibrary v4.2.0.5 updated to TShock 5.2 on Terraria 1.4.4.9

NOTES:

• IMPORTANT: please remove the - from the file name and replace them with whitespaces(' ') [github wont allow me to release assemblies with whitespaces].
• This isn't a plugin in itself, its more of useful if you develop plugins or need it as a dependency for a plugin you are using.

Changes:

• You may now change Read/Write Settings for XmlConfigs
• XmlConfig.IsMissingConfigs now wont return true if arrays have been modified.
