question tab: wishknowledge filter fails

Steps to reproduce:
1.) navigate to question tab
2.) use wish knowledge filter (you need wish knowledge)
3.) filter is not applied

acceptance criteria:

• filter works correctly
• if no questions are in filter, there should be some user message (as previously)
