Add --prettier flag for Prettier-formatted changelogs (#155)

* fix: don't use prettier

* feat: rename flag `usePrettier` -> `prettier`

* chore: downgrade `prettier` to match `eslint` dependency

* refactor: make formatter a sync function

* test: add formatter test

* chore: update Prettier
