ethereumjs-util -> @ethereumjs/util

We have 3 different major versions of ethereumjs-util and many minor versions. We want to upgrade all of them to @ethereumsj/util across our dependency tree.

This is ultimately in service of the Replace secp256k1 & keccak with @noble/secp256k1 & @noble/hashes throughout dependency tree epic since ethereumjs-util contains both of the heavier older packages, and @ethereumsj/util contains the noble implementations.
