This is a rough pass on setting up the scaffolding for autogenerated Typescript bindings & tests for SARIF v2.
Not tested on Windows yet & not integrated into the SARIF Build. There's also no real functionality outside of creating an empty SARIF log & testing it. However, this gives us a place to start.
