Azure Account credentials need to be refreshed every session

There appears to be an issue reading Azure account credentials during process startup which is causing credentials to require an update each session.

Repro:

1. Add Azure account
2. Close SQL Ops and Reopen
3. Open Accounts dialog

Expected: Credentials are current

Actual: Credentials are expired

Notes: Here is the error message in the console that appears to be the root cause.
