Issue Type: Bug

I have Anaconda installed as well as the Anaconda extension.
I have specified that VSCode use the ipython interpreter.
The python interpreters are properly set in enviornmental variables; I can launch python and ipython using the system cmd console.
Every single time that I launch a new Terminal in VSCode, this same error happens:

C:\Users\User>C:/Users/User/Anaconda3/Scripts/activate
'chcp' is not recognized as an internal or external command,
operable program or batch file.

This issue does not happen in either PyCharm or Spyder IDEs.

VS Code version: Code 1.32.3 (a3db5be, 2019-03-14T23:43:35.476Z)
