Clarified how -Command and -File handles parameters

Removed incorrect line about -File syntax for switches which doesn't work.

Note that this doc doesn't appear to be versioned. v3-v5.1 appear to be the same. However in 6.0 we are taking a change so that $true and $false can be passed to parameters and switches with -File. Not sure how to indicate that in the doc.
