I've been working on this for weeks and it appears that only IE and Edge are supported for Device-Based access. https://serverfault.com/questions/893973/where-are-devicecontext-claims-when-using-alternate-browser-in-adfs-4-0 was very helpful and about the only information I could find on the issue I was seeing. My own tests with ADFS Claims Xray showed similar results.
