Confirming here the actual msi in the lines. In the HA install the cmdlet refers to the ServerManagementGateway.msi. That's actually the original Honolulu msi name and should be changed to the 1804 version? In the HA install powershell script there is references to the servermanagementgateway.msi file. If there is a servermanagementgateway.msi file could you provide a better link to the download.

After a corrected password for the cert and a corrected IP the install worked correctly. The IP the WAC was looking for was the clustered role IP. The initial suspected naming was a non-issue.
