Taking heap snapshots in the Memory tool is now faster

This issue tracks feedback from DevTools customers about the speed of taking heap snapshots in the Memory tool. Since Microsoft Edge 109, we have increased the speed for taking heap snapshots, especially for larger websites and apps where the resulting snapshot is > 1 GB. For these large snapshots, we're observing speed improvements ranging from 70%-86%.
