Re-enable tab sharing feature

Is your feature request related to a problem? Please describe.
I am developing an application which is dependent on being able to share individual browser "tabs" through the MediaDevices.getDisplayMedia() browser API. In this case, they're not exactly tabs but this type of sharing allows the tab and its audio to be selectively shared and without it needing to be active on screen. It seems that this feature was completely disabled in response to issue #940 instead of allowing it to be rebranded. It is now only possible to share entire screens (with audio from the entire computer) or individual windows (no audio).

Describe the solution you'd like and alternatives you've considered
I would like to request that the tab sharing feature be something that can be enabled by the developer. I have had to switch to the fixed-version runtime in order to run a version with this feature still enabled. However, I would like to be able to use new technologies introduced into Edge/Chromium over time.

@danfresneda Thanks for the feature request! The intent for #940 was just to change text so it's a mistake that the entire feature was disabled. Changing this to a bug to get it fixed.
