Move Options.js to standalone repository

The Options.js seem like something that any extension can benefit from (I resuse it in rotate-and-zoom-image also). I should move it to a standalone repository under some wide open licence to reuse in any extension and create usage examples inluding options autosaving. Default options will need to be abstracted too.
