[DOP-15547] Use official MSSQL docker image

Change Summary

Change MSSQL image from mcmoe/mssqldocker (only v2017 builds, haven't updated for 3 years) to official Microsoft image mcr.microsoft.com/mssql/server (available v2017..v2022). This implies adding custom entrypoint which creates database and non-admin user, as this image does not create user and database automatically.
