feat: add google analytics

Summary

• Per Web Validator: Add Google Analytic tracking code #1391, add Google Analytics tracking code to +layout.svelte
• Only load the code if dev server is not running
• Also update package-lock.json to fix high-severity issue flagged by npm audit

Expected behavior

• Outside of dev environment, GA should load using id G-NXV73Q9HBS.
