fix: setting package installer java version to 17.0

Summary:
Related to #1540
Updates the Java version requirement to 17.0, specifically targeting the latest available version within the Java 17 series, which is 17.0.10. By upgrading to version 17.0.10, the previously encountered Duplicate resources issue is no longer reproducible.
