1. Added Tigrinya language translation: …

    * locale 'ti' (iso 639-1 and locale code)
    * Using the English prompts as the source for translation
    * Translator remains anonymous for now, I had basic knowledge of Tigrinya, enough to verify most of this, it seems like a good translation in context, the translator has background in the healthcare system, and is a native speaker of Tigrinya.
    * `npm test` passed successfully.
    * `npm start` runs successfully, but I did not test this yet.
