In OS, IPs can be already allocated to the tenant, but molnsclient alwats tries to allocate a new one.

Attempted fix for: Molns#28

In OS, IPs can be already allocated to the tenant, but molnsclient alwats tries to allocate a new one.
Adding fip from floating_ips if there are available ones.
Otherwise create new one.
Assign fip to instance.
