Adds a trio of cyberware quirks.

About The Pull Request

Adds three cyberware quirks, all with 3 cost:
Hosed: Spawns you with a breathing tube implant
Neuralinked: Spawns you with an NT 1.0 Cyberlink
Bright Eyes: Spawns you with High Luminosity Eyes

I HIGHLY suggest making a quirk species blacklist and changing the costs of the quirks. It would help greatly.

Why It's Good For The Game

We have a fairly large amount of cyberware in the game. They're rather rare to come by except for a couple of people (mainly roboticists) every shift. I think it would be nice to add to the game, and the availability of the NT 1.0 link encourages people to seek out job toolset implants.
