Zopfli KrzYmod win x64 AVX build v16.5.30

This version has best statistics database support stored in ZopfliDB directory (automatically created) when --statsdb command is used. This allows to resume blocks iterating or produce max compressed deflate stream in seconds when number of iterations zopfli is run with is lower than best statistic / block file indicates (in other words if such file exists, block crc32 and size matches).
