UI version console start fix.

Fixed issue when starting UI version through command line option start.

Server specific .properties now loaded without Server Launcher

The version that only requires ago's Mod Launcher now makes use of server specific settings files.

Server Launcher support with per server settings

Added support for my Server Launcher.

• You can now change the settings through the UI without having to touch the files.

Includes translation support.

Includes per server settings.

• A .properties file will now be created in <serverfolder>/mods/upkeepcosts to allow per server costings. The main .properties file provides global values for when the per server file is created.

The non-Server Launcher version has changed, but it's not worth updating for if you don't want the Server Launcher functionality. It does not include per server settings.

upkeepcosts.zip requires ago's Mod Launcher and does not include per server settings.
upkeepcostsui.zip requires my Server Launcher, which includes Mod Launcher.
