Slight but important modification of previous commit to restore caching on matrix box indexes for obs and rss_logs.
When I "turned caching back on for matrix boxes", I forgot in
application_controllerto turn back on our pre-query that just gets ids quickly, and checks if each fragment has been created yet, before performing eager loads. So it was still eager loading everything regardless.
