Run program & code cleanup

• Added the Run Program plugin, because why not!
• Added Plugins page to list currently loaded plugins and their info

I've chosen to keep marking this as a pre-release until it's been running stable for a little while.

0.2 did not include the new plugin in the setup, 0.2.1 corrects this.

First version I consider useable, though I'm sure many bugs are still hiding.

A pre-built version of the Windows client software is included as an installer package. To use with an Arduino Serial-over-USB device, customize and upload the sketch included in the source code.
