[Feature Request] let passage titles appear in Outline

Hi and thanks for this great extension. Would it be possible to have passage titles appear in the Outline box in the bottom-left and navigate from there?

Wow I didn't know this feature existed, super helpful.

As much as I can tell, it's using top-level symbols. From my research I think this can be implemented by creating a language server, and describing passages as top-level symbols. A language server can also help us solve #7

This may be easier to implement in the twee3 extension. I've opened an issue over there too: cyrusfirheir/twee3-language-tools#1

In fact, there is already a similar feature in that extension (but it's not using the outlines pane)
