New reader being implemented for the LIS 7.5 557 WW support branch to support GALWEM radiation fields.

In addition, future code updates will include GFS radiation field reader as well, as the fall-back to the GALWEM fields.

Latest GALWEM Reader Updates
987d5cf 
 - Made updates to the cycle / forecast hour
    estimation and generation for reading in the
    GALWEM radiation fields (lwdown and swdown).
 - Issues in reading in the GALWEM radiation fields
    arose with updates to getting the right target
    cycle and initial forecast hour (6 hours out from
    0 forecast hr).

 Working towards addressing GitHub issue: NASA-LIS#1548.
