[Training] incorporate changes from first iteration of feedback

Based on first iteration of feedback from PDS users (a few of Sheri's contacts). List to be expanded as more feedback comes in.

• add introduction
• add checklist to beginning of page revise Proposers' Guidelines' Detailed Archiving Checklist
• GEO's notes
• RMS' (?) notes
• misc notes
• updated documents and videos

Introduction (first checklist item from description)

• layout, text, and possible diagrams have been detailed in an initial document which were then tweaked in an email thread
• this has been mostly implemented. Am waiting to hear back about diagrams and how to incorporate (a few resources from the) current Training materials into this new section/page.

@jordanpadams Sheri's requested for these reviewers to get back to her by the end of July but might start the next round of reviews before then (which I would loop you into).

thanks @c-suh i would prefer if we do not bring @edwardbarraza into this effort. will see if I can get someone else to support if it is absolutely needed, but I would like to talk to everyone before we move forward with any of this.

Checklist (second item from description) Info still being gathered on the following:

• 12 point list shared through email
• table form with additional information such as section links, node involvement, and time percentages
• table and list versions offered at https://pds-gamma.jpl.nasa.gov/home/proposers/archiving/index.shtml#archiving-checklist. Need to choose one (table?) and run by ATM

We are keeping the checklist as is. Have made the new page operational at https://pds.nasa.gov/datastandards/training/. Links are good to go for conference.
