Issue # 654 Anonymous Version of DD - Hierarchical links in Markdown

This is an update to an alternate version of the Data Dictionary DocBook file for a non-PDS project. However this update is also a test to determine if we have cleaned up the merge messages.

Testing: None required.

Resolves #654

@jshughes can we hold off on this PR? Per the commit history above, your branch is all kinds of off when it comes to main. Looks like you may be merging with main every time you maybe open Eclipse or something? I also pinged the EN channel to see if anyone else is using Git for Eclipse. standby...

@jshughes did we re clone the IM repository last week ? Maybe that is worth retrying to create the branch and pr on a newly cloned repository ?

@jshughes I tried to create a pull request with Eclipse (not to be merged of course) as a test, see #656

I don't have the commits that you are having.

Something that I did that we might not have done last week, is that I checked a box "Configure upstream for push and pull" while creating the new branch, see:
