Currently the [FCST/OBS]_PCP_COMBINE_INPUT_OPTIONS values are only read in derive mode. If these are provided, they should be added to other modes, such as -add. This functionality can be tested with Ying Lin's (NOAA EMC) use case using UKMO data.

This has been implemented and added to the develop branch. The OPTIONS can also support reading valid time {valid?fmt=%Y%m%d%H}
