Empty database files when running setup.sh on Linux containers

I'm testing the setup.sh in Ubuntu and Arch Linux Docker containers. The setup failed to install the required databases, i.e. empty files.

The data is downloaded and somehow processed, though.

I'm still working through setup.sh, re-downloading Cdd over and over.

this bit is working now. The cdd libraries are being downloaded and being formatted, but take a really long time. To decrease the time I formatted only the list in cdd.pn. @janpb will this be a problem, should I format the remaining files as well?
