Pagination near footer is not clickable

Describe the bug
When searching for datasets, the pagination on the bottom is not clickable.

To Reproduce
Steps to reproduce the behavior:

1. Go to https://search.dataone.org/data/page/3
2. Scroll all the way down
3. The pagination is not clickable

Expected behavior
I expect to be able to click onto pages 4 and 5, or next to navigate to the next page.

Thanks, @doulikecookiedough -- I'd noticed this behavior in the last few months too and had been meaning to mention it. Seems like something changed and the footer now interferes with the nav controls.
