The Google Maps based data catalog didn't limit search results to the visible map area until the user first interacted with the map. Currently the new Cesium based catalog limits search results to the map immediately. We should change the catalog to reflect the behaviour of the old catalog. This issue came up when a dataset could not be found in the catalog because of the automatic spatial filter, see #2158
