Move "% Standing Dead" to a More Prominent Location on Veg Plots Data Sheet (All Parks)

In the Woody Canopy Cover section of the veg plots data sheet, the crew would like to have the "% Standing Dead" row moved up so that it appears after the "No Canopy Veg?" row and before the "% Total WCC - Live" row. The reason for this request is that some crew members didn't always notice % Standing Dead in its location on the 2018 data sheet and forgot to record it in some cases. They think having it in a more prominent location will help eliminate this issue. This change would affect all parks. The current version of the DINO data sheet does not include a WCC section, but a request has been made to add one (see #33).
